KTPH used "people", because they (claim to) endorse preventive medicine for common ailments that can be managed/prevented by lifestyle changes, such as diabetes & hypertension. They want to catch such ailments in the general population at an early stage and help them so they never become patients. Thus, the word is actually appropriate for the statement they're trying to make.
Also, an integral part of the statement is "to the end." KTPH is a palliative care hospital, specialising in end-of-life treatment. They are dedicated to easing the patients' passing. This is a heavily emphasised part of the vision statement that cannot be removed.
The only bit of the statement I have problems with is "...live A LONG AND HEALTHY LIFE..." as it should probably be "...live LONG AND HEALTHY LIVES..." but it is a relatively minor mistake.
